投标人资格要求：
2. Bidder qualification requirements:
1）
境外投标人资格要求：
1) Qualification requirements for overseas bidders:
（1）投标人须提供企业合法注册成立的法律文件或相关证明材料（复印件加盖公章）；
(1) The bidder shall provide legal documents or relevant certification materials (copy affixed with official seal) of legal registration and establishment of the enterprise;
（2）投标人若为所投产品代理商或经销商的，应提供该设备的制造商出具的本次招标项目唯一代理的授权函原件；
（若同品牌不同代理商都参与投标，出现提供制造商出具经销授权函和制造商出具的针对本项目的授权函两种情况的，以提供制造商出具的针对本项目的有效授权函为准）；
(2) If the bidder is the agent or header of the bidding product, it shall provide the original letter of authorization issued by the manufacturer of the equipment for the sole agent of this bidding project;
(if different agents of the same brand participate in the bidding, in case of providing the letter of distribution authorization issued by the manufacturer and the letter of authorization issued by the manufacturer for this project, the valid letter of authorization issued by the manufacturer for this project shall prevail);
（3）投标人须提供开户银行在开标日前三个月内开具的资信证明复印件或原件；
(3) The bidder shall provide the copy or original of the credit certificate issued by the opening bank within three months before the bid opening date;
（4）如果投标文件是由单位负责人授权的被授权代表签署，则需要提供《单位负责人授权书》，授权书中必须要有单位负责人的手写签名或法人章。
（如果是针对本次项目的专项授权则必须是正本原件，不接受彩打件或复印件。
如果是非专项授权可以提供具备有效期的复印件，原件备查）。
如果投标文件直接由单位负责人签署，则不需要授权书。
(4) If the bidding documents are signed by the authorized representative authorized by the person in charge, it is required to provide the Letter of Authorization of the Person in Charge, in which the written signature or corporate seal of the person in charge of the unit must be provided. (In case of special authorization for this project, it must be original, and color print or photocopy is not acceptable. In case of non-special authorization, the photocopy with validity period can be provided, and the original copy can be provided for future reference). The letter of authorization is not required if the bidding documents are signed directly by the person in charge.

2) Qualification requirements for domestic bidders:
（1）投标人是在中华人民共和国境内（不包括香港、澳门及台湾地区，简称“中国境内”）注册的独立法人并具有相应的经营范围；
（除项目采购货物/服务的原产地为境外等潜在投标人可能是境外机构的极特殊情况外，本条不得修改）提供营业执照、组织机构代码证、税务登记证（或三证合一营业执照）、基本账户信息（基本账户开户许可证等）等证明合法经营的有效文件。
(1) The bidder is an independent legal person registered in the People’s Republic of China (excluding Hong Kong, Macao and Taiwan (hereinafter referred to as “China”) and has corresponding business scope;
(this Article shall not be modified except for the extremely special cases where
the prospective bidder may be an overseas organization such as overseas origin of purchased goods/ services of the project) the bidder shall provide valid documents proving legal operation such as business license, organization code certificate, tax registration certificate (or three-in-one business license), basic account information (basic account opening license, etc.).
（2）具有良好的商业信誉和健全的财务会计制度，提供近三年的，但不仅限于资产负债表和利润表等财务证明文件；
近三年是指：前3年内（从2019年1月1日起至今）；
(2) Having
good business reputation and sound financial accounting system, the bidder shall provide financial supporting documents such as balance sheet and profit statement for the last three years;
the last three years refer to: Within the first 3 years (from January 1, 2019to present )
（3）具有履行合同所必需的专业技术能力，可以提供相应声明、承诺材料；
(3) Possessing the professional and technical capability necessary for the performance of the Contract, and the bidder shall provide corresponding statement and commitment materials;
（4）具有依法缴纳税收和社会保障资金的良好记录；
提供至少近三个月近期的缴纳税收和社会保障资金缴费成功的记录或凭证（如电子缴款凭证）等；
(4) Having
good records of paying tax and social security funds according to law, the bidder shall provide records or certificates (such as electronic payment vouchers) of successful payment of tax and social security funds in recent three months at least;
（5）参加本次招标活动前3年内（（从2019年1月1日起至今），在经营活动中没有重大违法记录，无利用不正当竞争手段骗取中标，无重大经济刑事案件；
提供相应声明、承诺材料；
(5) Within 3 years prior to participating in this bidding activity (from January 1, 2019to present ), there is no material illegal record in business activities, no winning bid by unfair competition means, no major economic criminal case;
the bidder shall provide corresponding statement and commitment materials;
（6）投标人及其法定代表人、主要负责人或实际控制人参加招标活动前3年内（从2019年1月1日起至今）,不得有行贿犯罪行为记录；
(6) The bidder and its legal representative, main responsible person or actual controller shall not have any record of bribery within 3 years(from January 1, 2019to present );
（7）未被列入中国烟草总公司及上海烟草集团有限责任公司存在行贿行为供应商名单禁入期限内的供应商；
（7）Suppliers that are not included in the list of suppliers with bribery practices of China National Tobacco Corporation and Shanghai Tobacco Group Co., Ltd. within the prohibited period;
（8）在劳动保护、节能减排与生态环境保护方面符合国家规定要求，提供相应声明、承诺材料；
(8) In terms of labor protection, energy saving and emission reduction and ecological environment protection, the bidder met the national regulations shall provide corresponding statement and commitment materials;
（9）法定代表人不能参加采购活动时，可委托他人参加，但需提供授权委托书；
(9) If the legal representative is unable to participate in the procurement activities, he/she may entrust others to participate, but the power of attorney shall be provided;
（10）单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段或者未划分标段的同一招标项目投标；
(10) The person in charge shall not participate in the bidding of the same bidding project with the same lot or undivided lot if the person in charge is the same person or a different unit with holding and management relationship;
（11）法律、行政法规规定的其他条件；

有意向的合格投标人可从2022年3月4日至2022年3月14日起，每天（节假日除外）9:00时至16:00时（北京时间）购买招标文件，本招标文件每本售价为人民币500元或美金80元（国内邮购另加邮资人民币60元，国外邮购另加邮资美金50元），售后不退。
