一、采购项目内容
根据沈阳市王家湾板块核心功能定位，为打造沈阳市冰雪文化新地标，现组织开展沈阳市王家湾冰上运动中心方案国际征集竞赛，欢迎全球优秀的、具有丰富体育场馆建筑设计经验的参赛人前来参加。本次活动将通过资格预审选取6名左右的参赛申请人作为参赛人参加本次竞赛活动。
In alignment with the core functions of the Wangjiawan section in Shenyang and with the aim of creating a new landmark of Shenyang’s ice and snow culture, we are organizing the International Solicitation for the Shenyang Wangjiawan Ice Sports Center Proposal. We warmly welcome talented participants from around the world with rich experience in designing sports venues to participate. During this event, approximately six applicants will be selected through a qualification pre-screening process to compete in the upcoming design competition.

沈阳市王家湾冰上运动中心位于沈阳市城市核心发展板块之一的王家湾板块，是辽宁省申办全国冬季运动会的重点工程。王家湾板块是沈阳市“一河两岸”稀缺的可成片开发建设的区域，是沈阳市建设国家中心城市的重要空间载体，是促进沈抚同城化发展的重要节点，是沈阳都市圈的新经济中心，将打造成为“冰雪文化新地标、北国风光生态带、现代沈阳示范区”。
The Wangjiawan Ice Sports Center in Shenyang is a vital project for Liaoning Province in its bid to host the National Winter Games of China. Situated in Wangjiawan section, which is one of the rare areas open for development along the Hunhe River in Shenyang, this region serves as an essential space for Shenyang’s journey to become a National Central City. It’s also an important node for promoting urban integration between Shenyang and Fushun, and serves as the new economic center in Shenyang’s metropolitan area. Our goal is to create “a new landmark of ice and snow culture, a scenic and ecological belt in northern China, and a demonstration zone of modern Shenyang.”

The project covers an area of 15.2 hectares with a total construction area of approximately 235,000 square meters, including an ice complex (16,000 seats), a speed skating hall (3,000 seats), a media center, and a national fitness center.

1）冰上综合馆符合举办全国顶级体育赛事及开幕式要求，具备文化演艺等赛后运营功能；

五、参赛申请人的资格要求
V. Applicant eligibility
1.参赛申请人须为合法注册的法人实体。
1. Applicants must be a legal entity.
2.中华人民共和国境内的参赛人须具有建设行政主管部门核发的建筑行业（建筑工程）设计甲级及以上资质；中华人民共和国境外的参赛人须具有所在国政府主管部门或者有关行业组织核发的设计许可证明。
2. Applicants from the People’s Republic of China must have a Grade A or above Qualification in Design in the construction (and engineering) industry issued by the construction administrative department. Applicants from outside the People’s Republic of China must have a design license issued by the competent government department or relevant industry organization of the country where they reside.
3.本次竞赛接受联合体报名，联合体成员个数不得超过2家，联合体报名时须提交《联合体协议书》并在协议里明确联合体的主体单位。联合体各方不得再单独以自己名义或者与其他申请人再组成联合体参与此次活动。资格预审后联合体增减、更换成员的，其竞赛文件无效。
3. Consortium applications are accepted, with a maximum of two members per consortium. When applying as a consortium, the applicant must submit a consortium agreement specifying the consortium’s lead entity. Consortium members are prohibited from participating separately or forming new consortia with other applicants for this event. Any alterations to the consortium, such as adding or replacing members, after the pre-qualification phase will render the competition documents void.
4.申请人具有大型体育赛事场馆设计经验。

九、征集方式及奖金设置
IX. Solicitation method and prize structure
本次竞赛通过资格预审方式评选出６家高水平参赛人，参与下一阶段概念性建筑方案设计，根据评审结果，评选出３家优胜方案，每家参赛人获得奖金200万元人民币（税前）；其余３家参赛方案每家参赛人获得奖金100万元人民币（税前）。
In this competition, six high-quality participants will be selected through prequalification to proceed to the next stage of conceptual architectural design. Based on the evaluation results, three winning proposals will be selected. Each winning participant will receive a prize of 2 million RMB (pre-tax), while the remaining three participants will receive a prize of 1 million RMB (pre-tax).
最终主办单位将从３家优胜方案中选择一家参赛人负责概念方案设计优化、建筑方案设计深化工作，并获得方案设计深化费用500万元人民币。
Finally, one of the three winning participants will be chosen to refine the conceptual design and architectural proposal, receiving an additional fee of 5 million RMB.

X. Miscellaneous
1.参赛设计方案的知识产权
1. Intellectual Property Rights of Participating Designs
1）所有参赛人在本次方案竞赛中递交的所有文件均不退回。
1) All documents submitted by participants in this competition will not be returned.
2）参赛人对其参赛方案享有署名权。参赛人在其宣传内容经主办单位书面同意后，方可通过传播媒介、专业杂志、书刊或其他形式展示其参赛作品。
2)Participants have the right to attribution for their competition proposals. They can display their submissions through media, professional magazines, publications, or other forms with written consent from the organizing entity.
3）主办单位有权使用所有竞赛成果。
3)The organizing entity has the right to use all competition results.
4）参赛人和主办单位均不能把参赛方案用于本竞赛项目以外的其他任何项目。
4) Participants and the organizing entity cannot use the competition proposals for any other projects.
5) 参赛人应确保提交的全部设计文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）、专有技术或商业秘密。如果参赛人的设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，参赛人须已经获得权利人的合法、有效、充分的授权。参赛人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任须由参赛人承担。
5) Participants must ensure that their design documents do not infringe on any intellectual property rights, proprietary technology, or trade secrets of others. If a participant’s design documents use or contain the intellectual property or proprietary technology of others, they must have legal authorization from the rights holder. Participants are responsible for any liabilities arising from the infringement of others’ intellectual property rights.
6）整个竞赛过程中主办单位提供的相关技术文件，其知识产权归主办单位所有，参赛人仅可以将相关文件用于编制资格预审申请文件或参赛文件之目的。未经主办单位书面许可，参赛人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄漏给任何第三方。主办单位有权追究因参赛人侵犯主办单位的知识产权或泄密而引起的一切责任。
6) All technical documents provided by the organizing entity throughout the entire competition process are the intellectual property of the organizing entity. Participants may only use these documents for the purpose of preparing pre-qualification application documents or competition documents. Without written permission from the organizing entity, participants are not allowed to use these documents for other engineering designs or any other purposes, nor are they permitted to disclose these documents to any third party. The organizing entity reserves the right to hold participants accountable for any infringement of the organizing entity’s intellectual property rights or breaches of confidentiality.
2.本次竞赛活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国相关的法律和法规。
2. The laws and regulations applicable to this competition and its related documents are solely those of the People’s Republic of China.
3.本次竞赛活动的最终解释权归主办单位所有。
3. The final interpretation of this competition and its rules belongs to the organizing entity.
4.参赛人报名并正式提交参赛文件，视同参赛人接受主办方制定的所有竞赛规则以及各阶段相应的文件内容要求。
4. By registering and formally submitting competition documents, participants are deemed to accept all competition rules established by the organizing entity and the corresponding document requirements at each stage.
5.资格预审结束之后未被选取的参赛人不再另行通知。

This announcement will be simultaneously published in Liaoning Daily, Shenyang Daily, China Government Procurement Website (www.ccgp.gov.cn), China Tendering and Bidding Public Service Platform (www.cebpubservice.com), Shenyang Municipal People’s Government Website (www.shenyang.gov.cn), and the Hunnan District People’s Government of Shenyang City (www.hunnan.gov.cn).
九、征集方式及奖金设置
IX. Solicitation method and prize structure
本次竞赛通过资格预审方式评选出６家高水平参赛人，参与下一阶段概念性建筑方案设计，根据评审结果，评选出３家优胜方案，每家参赛人获得奖金200万元人民币（税前）；其余３家参赛方案每家参赛人获得奖金100万元人民币（税前）。
In this competition, six high-quality participants will be selected through prequalification to proceed to the next stage of conceptual architectural design. Based on the evaluation results, three winning proposals will be selected. Each winning participant will receive a prize of 2 million RMB (pre-tax), while the remaining three participants will receive a prize of 1 million RMB (pre-tax).
最终主办单位将从３家优胜方案中选择一家参赛人负责概念方案设计优化、建筑方案设计深化工作，并获得方案设计深化费用500万元人民币。
Finally, one of the three winning participants will be chosen to refine the conceptual design and architectural proposal, receiving an additional fee of 5 million RMB.

X. Miscellaneous
1.参赛设计方案的知识产权
1. Intellectual Property Rights of Participating Designs
1）所有参赛人在本次方案竞赛中递交的所有文件均不退回。
1) All documents submitted by participants in this competition will not be returned.
2）参赛人对其参赛方案享有署名权。参赛人在其宣传内容经主办单位书面同意后，方可通过传播媒介、专业杂志、书刊或其他形式展示其参赛作品。
2)Participants have the right to attribution for their competition proposals. They can display their submissions through media, professional magazines, publications, or other forms with written consent from the organizing entity.
3）主办单位有权使用所有竞赛成果。
3)The organizing entity has the right to use all competition results.
4）参赛人和主办单位均不能把参赛方案用于本竞赛项目以外的其他任何项目。
4) Participants and the organizing entity cannot use the competition proposals for any other projects.
5) 参赛人应确保提交的全部设计文件在中国境内或境外没有且不会侵犯任何其他人的知识产权（包括但不限于著作权、专利权）、专有技术或商业秘密。如果参赛人的设计文件使用或包含任何其他人的知识产权或专有技术或商业秘密，参赛人须已经获得权利人的合法、有效、充分的授权。参赛人因侵犯他人知识产权或专有技术或商业秘密所引起的全部赔偿责任须由参赛人承担。
5) Participants must ensure that their design documents do not infringe on any intellectual property rights, proprietary technology, or trade secrets of others. If a participant’s design documents use or contain the intellectual property or proprietary technology of others, they must have legal authorization from the rights holder. Participants are responsible for any liabilities arising from the infringement of others’ intellectual property rights.
6）整个竞赛过程中主办单位提供的相关技术文件，其知识产权归主办单位所有，参赛人仅可以将相关文件用于编制资格预审申请文件或参赛文件之目的。未经主办单位书面许可，参赛人不得将上述文件用于其他工程设计或其他目的，也不得将上述文件泄漏给任何第三方。主办单位有权追究因参赛人侵犯主办单位的知识产权或泄密而引起的一切责任。
6) All technical documents provided by the organizing entity throughout the entire competition process are the intellectual property of the organizing entity. Participants may only use these documents for the purpose of preparing pre-qualification application documents or competition documents. Without written permission from the organizing entity, participants are not allowed to use these documents for other engineering designs or any other purposes, nor are they permitted to disclose these documents to any third party. The organizing entity reserves the right to hold participants accountable for any infringement of the organizing entity’s intellectual property rights or breaches of confidentiality.
2.本次竞赛活动本身及与本次活动相关的文件所适用的法律和法规仅为中华人民共和国相关的法律和法规。
2. The laws and regulations applicable to this competition and its related documents are solely those of the People’s Republic of China.
3.本次竞赛活动的最终解释权归主办单位所有。
3. The final interpretation of this competition and its rules belongs to the organizing entity.
4.参赛人报名并正式提交参赛文件，视同参赛人接受主办方制定的所有竞赛规则以及各阶段相应的文件内容要求。
4. By registering and formally submitting competition documents, participants are deemed to accept all competition rules established by the organizing entity and the corresponding document requirements at each stage.
5.资格预审结束之后未被选取的参赛人不再另行通知。
